A player with Scunthorpe United in the mid-1980s, Passmoor took up the twin roles as Head of Community, Coach Education, Centre of Excellence and Player Recruitment and men’s U18s assistant manager with the Iron in 1990, and remained with the club until 1999.

In 2007, he was appointed manager of Leeds United Ladies FC. The following season, 2007/08, his Leeds team reached the Women’s FA Cup final, losing to Arsenal, and finished third in the FA Women's Premier League. Then, in 2009/10, he won the FA League Cup and was named FA Manager of the Year. Among the players Passmoor worked with at Leeds were future England internationals, Carly Telford, Steph Houghton, Jessica Clarke and Ellen White.
After a season as manager of FA WSL side Lincoln Ladies, the club transferred its licence to Notts County, and Passmoor led the Lady Magpies to the FA Cup and FA WSL Cup finals in 2015, where they were edged out by Chelsea and Arsenal respectively.
Passmoor returned to Scunthorpe United in 2018, initially as Youth Development Manager and later as Head of Coaching and Coach Development. After four-and-a-half years, he returned to Leeds United as Women’s Manager for the 2022/23 season and won the FA Women's National League Plate.
